If he weren't such a spineless Bush Administration stonewall, one might almost have a spot of pity for Stephen Johnson, the hollow conduit through which the White House Office of Management and Budget has assumed the administratorship of the Environmental Protection Agency.

We kick it off with a doozy: Sens. Barbara Boxer (D-Calif.) Amy Klobuchar (D-Minn.), Sheldon Whitehouse (D-R.I.) and Frank Lautenberg (D-N.J) have called for an investigation of Johnson for perjury, accusing him of lying under oath during testimony. Ouch. Apparently, his insistence that he and he alone had refused California's wavier request to regulate carbon emissions from motor vehicles was disingenuous. Jason Burnett, a former EPA official, has gone on record saying that Johnson was set to approve a partial wavier, but buckled under pressure from the White House Office of Management and Budget.
