The great lame-duck rampage of 2008 continues unabated, as new regulations approved this week by the White House Council on Environmental Quality and Office of Management and Budget propose to clear the way for cheaper mountaintop-removal mining in the Appalachians. Mountaintop-removal mining is the cheapest way to completely remove the coal that forms the core of many Appalachian hills and mountains; the process allows the summit of a mountain to be entirely removed and an open-pit mine dug into the stump. The new regulations allow more rubble from these activities to be deposited in nearby valleys and streams, destroying riparian habitat and impacting stream quality.
